old applications that are on notice for a second or third time don't generate a new notification for the user #1814

Looking at the South Gippland scraper to check it's capturing all available scrapers after coming up as 'probably fixed', I see that there's a couple of development applications whose original application date was some time ago. So, looking at the latest application isn't showing that they're advertised again and doesn't prompt them to appear in alerts. See example below, which appears on planning alerts only from a year ago and has not been flagged as on notice again nor have users in the area been notified of the new notice period.
