static URL for latest output per source

The global and regional extracts have static URLs like https://s3.amazonaws.com/data.openaddresses.io/openaddr-collected-global.zip which contains the lastest data, it would be nice to have the same for any source, right now you have to go to its result page http://results.openaddresses.io/sources/au/act/statewide and find the hash for the latest run...

Here’s an under-documented index of all data URLs in Machine: http://results.openaddresses.io/index.json

The latest_run_processed_url in particular is a URI template that can be expanded to include the au/act/statewide part of the source above, and it resolves to the actual latest run.

I'll leave this ticket open until we can get this link on each result page. It looks like https://github.com/openaddresses/machine/blob/master/openaddr/ci/templates/source.html is the place to do that. The docs at https://github.com/openaddresses/machine/blob/master/docs/install.md look great to help new contributors get started.
