Centerline data for San Diego County, California, USA can be downloaded by an ESRI OpenData Portal operated by SanGIS: https://sdgis-sandag.opendata.arcgis.com/datasets/roads-all

Alternatively, the data can be accessed through the “Regional Data Warehouse” but the creation of a user account is required to access the data: http://sangis.org/

PDF explaining the data format and source: Roads_All.pdf

This dataset comprises centerline segments for roads (both active and inactive, public and private, constructed or of record) in San Diego County based on data received from all official jurisdictions within the County (the County and 18 cities).

Explanation of the SanGIS Organization:

The San Diego Geographic Information Source (SanGIS) is a Joint Powers Authority (JPA) of the City of San Diego and the County of San Diego responsible for maintaining a regional geographic information system (GIS) landbase and data warehouse. The JPA allows the City and the County to combine resources to meet common objectives to reduce duplication of efforts, maximize resources, provide for an efficient method of sharing information and provide timely updated data to the public.
