[Tracker] Todos once we have an OTEL collector/receicer/exporter

A list of things that need to be done when we have the OTEL collector/receiver/exporter ready. Currently, we are waiting for the exporter part to be approved.

• Get the host metadata from receivers, add the resource attributes in a processor, remove hard-coded host metadata fields from reporter
