R025, R038, R048: Decide how to spread across OCIDs

Currently, the flag spreads to all contracting processes the tenderer participated in.

• R025 (Excessive unsuccessful bids): Whether to flag only the contracting processes in which the tenderer lost. (Note: no tenderers are flagged in DR.)
• R038 (Excessive disqualified bids): Whether to flag only the contracting processes in which the tenderer was disqualified.
• R048 (Heterogeneous supplier): Whether to flag only the contracting processes in which the tenderer won. (Or, assign "primary" category(ies) to the tenderer, and only flag when they participate out-of-category.)

Hi James, In all of those cases the flag would be raised for the bidder, but to spread it across contracting processes, I like what you are proposing.
