Changing priority, because in DR, the award criteria are not predictable based on procurementMethodDetails. For example, reverse auctions are price only, but all others can be any combination of price and quality – and we wouldn't want to limit the indicator calculation to only reverse auctions.

Had moved to Priority because #27 was Priority, but now that it is not, moving back to Post-MVP.
