On election day Nov 2014, there are going to be additional voting centers open, in addition to the ones for precincts.

Two things are needed:

A way to represent voting places on election day, in addition to the precinct voting places.
During "vote center" elections, on election day, rather than locating the voting place for a precinct, instead identify the N closest voting locations.
