Connected to openstates/openstates-scrapers#1782

Open states is currently mis-parsing some names attached to votes, probably due to Unicode vs. ASCII parsing issues and diacritics in Spanish language names. Potential bug locus is openstates/tx/votes.py around line 64 (in openstates codebase).
