Fail-Safe Execution Protection against Surge Pricing

The EVM gateway should allow the EVM GW operator to specify the maximum surge they wish to support. To enforce that limit, the EVM GW should include an optional surge ceiling field in the Cadence wrapper transaction it submits to Flow. This ensures that if the surge factor increases after submission but before execution, the Cadence transaction will fail gracefully rather than executing at an unacceptable rate for the operator.
