Update eth_gasPrice and eth_feeHistory response as per the current surge

The surge pricing on Flow can change. To help dApps and wallets estimate transaction fees, the rpc endpoints eth_gasPrice and eth_feeHistory must publish the fees which reflect the change in surge pricing. The Fees would be a multiple of the base fee * surge.
