[FEATURE] Add speed-dial widget to Recents and Home logged-in views

Is your feature request related to a problem? Please describe.
The speed-dial widget (and add review feature in particular) is a staple feature of the site, and should be readily accessible on all pertinent views.

Describe the solution you'd like
Add speed-dial widget to Index/Home and Recents views. This will require a refactor of ReviewForm to allow for selection of the course via dropdown.
