[BUG] Reset to most recent semester on new year set

Describe the bug
Semester does not reset to most recent when year is changed.

To Reproduce
On a given /courses/[courseid] page, click on a new year from current. It will still retain the previously selected semester setting.

Expected behavior
Resetting the year should reset the semester to most recently reviewed semester from that year (e.g., from current Summer 2022, changing year to 2021 should reset to Fall 2021 rather than stay on Summer).
