Foi verificado na issue #185 que o comando load_affiliations pode ser otimizado usando Subqueries na criação dos políticos

Critérios de aceite:

Refatorar o comando para utilizar Subqueries ao invés de uma query para cada Político a ser criado
Rodar testes de performance para garantir que o comando está rodando mais rápido
PR mergeada no master
Carregar o csv diretamente para o banco (opcional)
