Describe the bug
php-pear can not be installed on Ubuntu 22.04 and 24.04.

Some packages could not be installed. This may mean that you have
requested an impossible situation or if you are using the unstable
distribution that some required packages have not yet been created
or been moved out of Incoming.
The following information may help to resolve the situation:

The following packages have unmet dependencies:
 php-pear : Depends: php-archive-tar (>= 1.4.9) but it is not installable
E: Unable to correct problems, you have held broken packages.

To Reproduce
Steps to reproduce the behavior:

1. sudo add-apt-repository ppa:ondrej/php
2. sudo apt update
3. sudo apt install php-pear
4. See error

Expected behavior
php-pear to be installed.

Distribution (please complete the following information):

• OS: Ubuntu 22.04 and 24.04
• Architecture: amd64
