Play Store not allowing build to be released

I get the following error when uploading to the Play Store:

Your advertising ID declaration in Play Console says that your app uses advertising ID. A manifest file in one of your active artifacts doesn't include the com.google.android.gms.permission.AD_ID permission.

I have included

<uses-permission android:name="com.google.android.gms.permission.AD_ID" />

in my AndroidManifest and the error doesn't go away. I have updated the Play Store declaration as per https://stackoverflow.com/a/73153042/24879492 and the error has not gone away. Any tips?

The problem was that I had an active release in another stream (internal test stream, or something). I needed to push an updated bundle to that stream with the permission (it gave me the same error, I ignored it for the test stream), and then it worked in the production release stream.

I think it would have been better if I deleted the bundle in the release stream instead.
