[MAINT]: Create a way that the CLI builds (and enables intellisense) and does not get packaged with the nuget package on release. #78

Describe the need

For a better local dev experience we need to build all projects while working on the SDK but we do not want the CLI to be packaged with the dotnet-sdk. We need to clean up CI and the solution structure so that locallly all things build but for release just the SDK get's built, linted, and released
