Implement scientific decision on VIIRS input fields

• Update SCAG code for VJ109GA to use i-bands when possible
  - [ ] rescale the bands to all be 500m resolution (M bands are 1km)

we initially implemented all M bands. Now we are replacing M7 with I2, M10 with I3
