Split up downloads into individual zip files organized by OS release #17

Right now the zip file attached to releases contains all the WELM data for all OSes. It gets to be fairly large even when zipped. In addition to having a zip file that contains all the data, the data should be split up by OS release so someone only needs to download the specific OS data.
