Self-nomination, @shipujin to the Build WG

I hope this doesn't sound like an arrogant request. But I would like to self-nominate myself to the Build WG.

I have been working here for a while and did some support work on nodejs-loong64, pushed a LoongArch machine to be added to the CI node. I will also push the LoongArch machine to be added to the CI node in the future and maintain and run it well these machines.Promote nodejs-loong64 to become a better official support structure.

Now nodejs-loong64 is Experimental-tier #3540, and next I will promote nodejs-loong64 to grow into Tier-2, but my English speaking is not good, but it does not affect my ability to solve and respond to problems in github/nodejs or email, thank you all for your help. I will continue to promote this work in the future, Thank you all~
