This should cover

creating a new set of artificial test data, "tower"
In "tower" that particular facilities must be chosen
"tower" achieves set coverage at certain levels
Similar coverage achieved for test cases
similar distances calculated in distance calculation stages
Serves as a timing benchmark
similar tests then repeated for the ukpolice and housing data.
