Goals:

• disaggregate locations of production and consumption
• step towards estimation of indirect effects of infrastructure failure, mapping transport flows and utility dependencies

Requirements:

• some fairly aggregate sector breakdown
• high spatial resolution - at least admin-1 regions, possibly gridded or site-specific
