To ensure the integrity of validator managers, it would be wise to implement hard-coded rules for managing reward payments. Validator managers would then only be able to modify the fee ratio while ensuring a good level of service for their validator. This would prevent malicious behavior.
I have encountered this type of issue in another project, where stakers suffered losses because they believed that validator managers could not cheat or scam by not paying the rewards they were supposed to. Although natural selection plays a role, many stakers choose a validator without constantly checking its integrity, which is understandable. Validators operating in "solo" mode could continue to do so without publishing the WebUI and keeping all the rewards.
A guarantee of validator integrity is essential in a DPoS infrastructure.
