Pateint 15 dissent to share behaviour needs clarifiying

Patient 15 test suite pre requisites say patient is marked as dissent to share
for both 0.7/1.2 and 1.5/1.6 organisations this patient is s flagged on PDS
0.7 returns an operation outcome indicating no consent
1.2 and up return the patient with no error

The orange test data page for 0.7/1,2 shows the patient as dissenting
while the 1.5/1.6 page merely shows the patient as s flagged on PDS.

1.2/1.5/1.5 demonstrator sql does NOT have this patient as s flagged locally.
0.7 had specific code to return dissent for patient 15 but ythis does not seem to have been carried forward for 1.2 up.
The whole are needs investigation and possibly some realignment.
