Do not try to solve it IF you got this error while following some tutorial or github repo.

DO NOT follow their instruction, DO NOT run something like python setup.py install

Just make sure your current cuda toolkit, cuda drivers and your pytorch are properly installed first.
See #73 for more details.

After you're able to properly >> import torch, come back to whatever tool you found in the first place.
