No variant calling jobs if bait_padding is set to zero

Description of the bug

If I use bait_padding: 0 in my parameter file, the pipeline doesn't execute any variant calling jobs (DeepVariant), and it runs GLnexus without any vcfs as input, which crashes.

(I was trying to use a pre-padded bed file, but can also use the unpadded file and enable padding, so this is not very high priority)

Pipeline version: 2.6.0

Thanks for reporting @fa2k. Yeah with a bait_padding of 0 the necessary never gets created. Looking into a fix
