Refactor the founder message blocks so that the content is no longer stored in config

This should be editable like content and not stored in config where it can accidentally overwrite changes to the block content in production. Can we extend the core block content entity for this? Alternatively make it a node and convert the block to find it via a View, but that's maybe too many moving parts for a couple of blocks?
