Prefix List Support

I would like to propose a capability for tracking Prefix Lists as a base functionality for Netbox, a fairly common scenario for network management. From a design aspect it should be a simple ManyToManyField approach, for example:

• name (name of prefix list)
• is_global (an option for scenario where a prefix list is the same for the entire network)
• device (a reference to a device if the prefix list is device specific)
• prefix (ManyToManyField reference to Prefix())
• tenant (tenant specific if needed)
• description

Prefix lists in NetBox are available with the use of the netbox-bgp plugin: https://github.com/netbox-community/netbox-bgp

The feature is available via different plugins but I believe it should be part of the base install for scenarios where people might not want to use a plugin. Maybe the work in netbox-bgp can be merged in the base install ?
