running destroy on an environment that doesn't exist will create webnode and services VMs then fail to destroy them #3

running destroy on an environment that didn't complete the deployment will also fail, e.g. if the deployment didn't get as far as install kubectl and creating the k8s cluster, destroy will fail when it tries to run kubectl delete
