Add the time zone designator to the time when logtime_utc is enabled #5442

Proposed change

Currently, there is no time zone designator in the log timestamp when logtime_utc is enabled. To ensure that UTC time can be automatically detected with log management tools, please append the UTC designator (Z) to the timestamp when logtime_utc is enabled.

Use case

Knowing the timezone of the timestamp is helpful in both visual inspection of the logs as well as in log management tooling. The convention of adding the time zone designator to the timestamp saves time and can help with the automatic detection of the time. This will save users from having to manually configure time zones for log management tooling.
