CFDP OpenC3 Integration

Description

I've created a package for integrating CFDP with OpenC3. I will create a new branch to get it working with the rest of NOS3. This will initially be going over the DEBUG interface, not the Radio.

Sounds perfect! just a reminder the openC3 for nos3 is a submodule we use located here. https://github.com/nasa-itc/openc3-nos3

vs pulling directly from openC3. I believe we are on version 6.3

We have taken the OpenC3 bundle and are in the process of integrating it here: https://github.com/nasa/nos3/tree/839-openc3-cfdp

just FYI. Looks like out of the box per @rtinney1 instructions it worked but we are attempting to make the radio and debug interface work with cfdp
