It doesn't handle UTF-8 characters within LOCATION property

When one tries to perform org-gcal-post-at-point on an event that contains UTF-8 characters within LOCATION property it fails with (error http 400). Exemplar event is as such:

  :PROPERTIES:
  :LOCATION: ć
  :END:
  <2018-02-12 Mon>
