Consider upgrade maven-site-plugin to 4.0.0-M7 #2873

I'd like to wait until maven finishes milestone madness with the site. IMO there is too little value to jump to 4 which is really for maven 4 until they are done as it's changing too rapidly with little to no value in between for users.
In meantime contribute your updates and note on PR for us to apply on site 4 final.

I'd like to contribute zh_TW translation to this repo. I already done here: https://github.com/doggy8088/mybatis-3/tree/zh-tw
It because maven-site-plugin 3.x doesn't support both zh_CN and zh_TW locale, only support zh language. As I know, maven-site-plugin 4.0.0-M7 already solved this problem. I do tried to build site docs using maven-site-plugin 4.0.0-M7 but failed. I don't know how to make it right. So I need someone help to solve this issue.
