Mask outlier temperature spikes

msupply-foundation/msupply-cold-chain#251 describes how high temperature spikes have been observed in the field - suspicion is due to sensor glitches.

To make the issue less visible the decision has been to smooth these outlier points in the graphs and to prevent notifications being triggered.

This issue is to prevent notifications for outlier points over 55 C in temperature.
