Can't compile with localization disabled #564

Hi, thanks for your feedback! We had such separations of compilation before we added support for C++ modules in the last version. However, with modules, it didn't scale, so we do not have separate I/O CMake targets anyway. We decided that we would add conditional compilation for a freestanding part when the need arises. And here it is... 😉 As of today, there is no separation, but I would like to add it. My use-case for this library is an embedded application where we have localization disabled (by defining __LIBCPP_HAS_NO_LOCALIZATION). This causes problems when compiling with mp-units, as it tries to include the iostream library. Is there any way to build the library without these parts?
