www.zdf.de and www.zdf.de/nachrichten use different cookie banners but store the same cookie. Add a cookie rule for zdf.de so it works for both. In order to do that we have to split the zdf.de/3sat.de rule since 3sat.de uses a different cookie name. closes mozilla#462
