Update XPCOMUtils.defineLazyGetter to ChromeUtils

Per https://bugzilla.mozilla.org/show_bug.cgi?id=1820099, XPCOMUtils's version of defineLazyGetter is going away, we'll need to make sure we replace it with ChromeUtils before it's officially removed from tree
