pdfread: accept optional ; in xref stream parsing

TODO(upstream) in io/pdfread/xref.mbt notes that ; should be optional.

Goal

• Confirm spec/real-world PDFs and adjust lexer/parser to accept optional semicolon where currently required.

Acceptance

• Add a small regression fixture and ensure parsing succeeds.
