Action job not terminated

A build script that had an action job blocked because the job started, but did not terminate. The job fetched build params. The only possible lead is this exception in the log:

Investigate if exceptions during param fetching could lead to blocked jobs. Normally all exceptions should be caught and the job should be flagged as failed.
