Is your suggested enhancement related to a problem? Please describe.
Indium just had maybe 2 days where it was incompatible with the latest sodium, so could not be installed (note that one could still easily just install for 1.20.4). In that 2 days 10 low-quality issues were opened on its github. While I'm not involved with the project at all, I do know how frustrating issue spam can be to both the lone, doing-it-for-free developer and other people whose genuine issues might get tarred with the same brush and swept away accidentally. I understand that many such issues are opened by children / young teens, but there is still a set of rules that should be followed not just for their own sake but because of the purpose they serve of making this platform better to use.
Describe the solution you'd like
While github does have a link and reminder at the top of the issues page, it is very easily ignored / not noticed at all. I think a simple modal / pop-up that appears upon clicking the "Report issues" button on the mod page (even better if it makes you wait a few seconds) would really help to reduce these numbers. This wouldn't be particularly difficult to add nor would it be much of a nuisance to users as (hopefully!) they're not reporting issues frequently enough that it gets in their way.
