[Enhancement]: upgrade to antlr to 4.13

antlr 4.13 seems to be improved a lot on the performance side.

it also fix the import issue with the new package https://github.com/antlr/antlr4/releases

We should upgrade to 4.13 and check how much the parser can be improved
