Add already downloaded files to archive?

There's a similar issue here that was posted back in 2019, and it's suggested to use -s to simulate downloads, but that does nothing in my case. They are only added if they are actually being downloaded again. Is there no way to do this other than actually re downloading all my files?

i.e. -o archive-event=file,skip. You don't even need to use -s.

Thank you. I find it bit difficult to get what I need from the documentation, the language is a bit too technical for me. So I apologize for that.
