I created a test issue on the Simplified Chinese language pack to see how the issue reporter handles language pack issues.
I noticed that it files issues to vscode-loc, but that it doesn't contain a language tag prefix such as [zh-cn] by default.

Example issue with language tag: microsoft/vscode-loc#1508
