We should align the branding everywhere as Microsoft.Testing.Platform. The docs in dotnet/docs are currently all aligned AFAIK.

Added to 3.9 assuming this will be a simple change, and you don't see compatibility problems with the rename, especially regarding upgrade and msbuild cache?
