Terminal weirdness after using vim 9.1 #17186

Other Software

vim 9.1 with cmd.exe

Steps to reproduce

Launch vim
Exit vim

Expected Behavior

Terminal behaves normally

Actual Behavior

After I exit vim, my cursor gets positioned 3 lines before the last line. Also, if I ever try to use cmd tab completion or backspace etc, my cursor moves up 3 lines above where I was typing, so I am now typing against some random text while my real command is 3 lines below. I have another machine with vim 9.0 installed and it does not repro there.
