Allow non-quantum parameters when generating a circuit for an operation

Consider the following operation:

Circuit can be drawn for it with some random value for theta. But if I pass theta into this operation, a circuit cannot be drawn.

It would be nice to draw a circuit with 'theta' shown in place of the numerical value.
