pac modelbuilder outputs unwanted files

pac modelbuilder always generates a file for the DeleteMultiple action event if it is not in the list of actions to output

ex.

should only generate a file for the driv_GetEnvironmentVariable action but a file for DeleteMultiple is created

Observered the same behavior as well.
