Wire up remaining VMM test guest crash dump collection features #2403
Description
Need to add the pieces cut from #2394 for time.
- Windows kernel dump collection
- Windows usermode dump collection
- WER keys live in the SOFTWARE hive, which IMC can't modify
- Linux usermode dump collection
- Drive is already mounted in cloudinit
- Need to configure kernel.core_pattern and ulimit, and maybe more?

- Need to create some sort of sparse file on all supported OSes to use as a disk
- Adding the disk to the VM is already done
