Core - Handoff example

Hello, been a while since used Autogen Core.
Attempting a Handoff pattern with the provided example:
Either i'm missing something fundamental, or the example is wrong.

1. Do "delegate_tools" get handled like regular "tools"? if so where? i thought RoutedAgent only has "tools".
2. Is the python ver of autogen using precompiled binaries whose code i can't see in site-packages?
3. If the above are "No", then not sure how this example even could run. not to mention when both tool call and delegate_tool call is required the logic isn't handling that case.

Again, apologize if i'm missing something fundamental, but after extensive search - both issues & discussions, as well as the code, i can't seem to grasp how this example is able to run, correctly.
