Description of the new feature / enhancement

Some games, such as Paradox's Stellaris, do not properly bind the mouse cursor to the game window. On systems with 2+ monitors this means that the mouse cursor will move out of the game window and onto another display based on configuration. PowerToys Mouse Utilities could add a configurable hotkey to bind the mouse cursor either to a specific window and/or monitor to help work around these issues.

Scenario when this would be used?

Playing games where the developer does not properly bind the mouse cursor, but could also be useful in cases where a second (or third) monitor is used purely for displaying status updates and the user does not want the mouse cursor to leave the primary monitor where all interactions will take place.

I can say another situations this can be useful: If you are using an image editor that has a full screen function (such as Photoshop), it would be useful to be able to lock the cursor inside the window.

Additionally, it would be useful if there were a toggle, as well as a key that can be held to temporarily allow the user to move the cursor outside the window.

This feature would be great for using drawing apps on a 2-in-1 or tablet so you can keep your pen/stylus in the drawing window if you want to split the screen for multi-tasking.
