Scrape URLs of datasets using non-permanent URLs

Currently, a couple of agencies (e.g. HVV, VMS, VRR) don't respect the best practice to publish their feeds via a permanent URL.

To avoid having to update the feed urls manually, their URLs should either be scraped or community based services like the one provided by public-transport.earth should be used.
